On 12 August 2025, the National Action Plan on Business and Human Rights (2025-2030) (“NAPBHR”) was launched after 3 years of development. It is the first national framework that integrates human rights into business and corporate governance for Malaysia.
The NAPBHR marks a paradigm shift in the narrative of the role of business: all businesses operating in Malaysia are expected to respect human rights, regardless of their size or sector, or location. It also applies to Malaysian businesses operating overseas. This is a new cornerstone that brings Malaysia in alignment with evolving global norms on business practices, such as ESG. Importantly, the NAPBHR is an opportunity for companies to strengthen their long-term sustainability strategies to stay competitive domestically, regionally, and internationally.
